The Swarn Jayanti Shahri Rozgar Yojna seeks to provide gainful employment to the urban unemployed and underemployed poor by encouraging self-employment ventures, or by the provision of wage employment.
This programme relies upon the creation of suitable community structures based upon the UUBSP pattern. The delivery of inputs under this programme is through the medium of such community structures.
The scheme rests on a foundation of community empowerment. The Neighbourhood Groups (NHGs), Neighbourhood Committees (NHCs) and Community Development Societies (CDSs) shall be set up in the target areas. The CDSs shall be the focal point for the identification of beneficiaries, preparation of applications, monitoring of recovery and for the provision of whatever other support is generally necessary for the effectiveness of the programme. The CDSs will also identify viable projects suitable for that particular area.
The maximum Unit Cost will be Rs.50,000 and the subsidy will be 15% of the project cost subject to a limit of Rs. 7,500 under Urban Self Employment Programme (USEP).
The repayment schedule ranges from 3 to 7 years after initial moratorium; of 6 to 18 months as decided by the bank.

The Urban public living below the poverty line. The percentage of women beneficiaries under this programme shall not be less than 30%, SCs and STs must be benefited at least to the extent of the proportion of their strength in the local population. A special provision of 3% shall be reserved for the disabled under this programme.
The family's per capita income should be less than Rs. 404.96.
Must be the resident of the area for at least three years.
The A.P.O.s will organise the community at the cluster level and constitute NHGs, NHcs and CDSs on the UBSS pattern. The applicant is to send application form through concerned C.D. Society. The C.D. Society will forward the application to the area Deputy Commissioner for scrutiny and onward transmission to concerned banks.
The identification of beneficiaries will be done through house-to-house survey, taking into consideration the economic parameters defined by the Government of India from time to time. However, any person who wishes to apply under the programme may contact the Deputy Commissioner of the area in which he/she resides.
