Particulars of Organization, Functions and Duties

1.

Aims and objectives of the organization

To provide secretarial services and house keeping jobs for Delhi Government Secretariat & Cabinet.

2.

Mission/vision

To facilitate the Council of Ministers, Heads of Secretariat Departments of Govt. of NCT of Delhi in the discharge of their duties and responsibilities.

3.

Brief history and background for its establishment

Previously it was known as Secretariat Administrative Department. After the creation of Assembly its scope was widened and its name was changed to GAD. It caters to the administrative & establishment matters of council of Ministers Chief Secretary and ..12 bureaucratic heads and their staff.

  1. Administration of Government of National Capital Territory of Delhi Act, 1991 & Rules made there under.
  2. Political and Confidential matters.
  3. Allocation of business Rules, 1993.
  4. Transaction of Business rules, 1993.
  5. Cabinet Meetings.
  6. Estimates Committee/Parliament work belonging to more than one department.
  7. Grant of relief to political sufferers/political pensions.
  8. References from Government of India and other Governments on matters which concern more than one department.
  9. Official Gazettes.
  10. General registry and dispatch.
  11. Caretaking Branch for Secretariat Departments.
  12. Notification of Holidays.
  13. Northern Zonal Council
  14. Residual work which is not specifically allotted to any other department.
  15. Coordination between various Departments of the Government.

Duties to be performed to achieve the mission

To achieve the mission the work has been distributed in six branches as under:

  1. Administration

  4. Sports, Freedom Fighter’s Cell
  5. Protocol &R & I
  6. Accounts Branch

7.

Details of services rendered

 

  1. Maintenance of Service record, payment of salary & allowances etc. to council of Minister Bureaucratic Heads and their staff.
  2. Maintenance of the Secretariat Building equipped with modern infrastructure for multifaceted activities and Governmental functions.
  3. Organization of Yoga classes, Gymnasium, indoor games, inter-departmental tournaments and All India Civil Services tournaments in various disciplines/games and maintenance of Gym.
  4. Facilitating implementation of e-governance and to maintain access to information from any part of the world.
  5. Procurement and supply of stores, stationery, computer consumable online by e-purti system.
  6. Maintaining and looking after sanitation and security in Delhi Secretariat.
  7. Protocol facilities to dignitaries of Delhi Govt. visiting other states and countries abroad, and to the visiting dignitaries which are declared as state Government of Delhi.
  8. Payment of pension and medical facilities to freedom fighters.
  9. Maintenance of C.S. Control Room round the clock.
  10. Notification to be published holiday, Cabinet meeting & printing of cabinet decisions.

Working hours both for office and public

9:30 a.m. to 6:00 p.m. with Saturdays and Sundays as holiday.Besides, Chief Secretary Control Room works round the clock.R&I Section will be open on Saturdays and Sundays also.
