Delhi Jal Board chairperson and Minister of Water, Govt. of NCT of Delhi, Mr Kapil Mishra chaired the 128th Board meeting, held on 29th August, 2016 in the presence of senior officials of DJB. During the meeting, the Members of the Board deliberated upon and approved key projects/schemes to benefit the citizens of Delhi. DJB has now decided to give 100 percent LPSC(Late Payment Surcharge) rebate as on 31 July to all commercial consumers till 30th Nov, 2016. All commercial consumers (individual and bulk) of DJB having a functional water meter and those consumers who will install the water meter before the closing date will be eligible under the scheme. Commercial consumers can pay such actual arrears by 30th November, 2016 in one go or through a maximum of four instalments. However, LPSC rebate would be admissible only after payment of full principal arrears/ dues by 30-11-2016. The scheme will also be applicable to those consumers who were in the erstwhile mixed category and were later categorised as domestic category after the abolition of mixed category. The change in the category was considered based upon the intensity of use of water. LPSC rebate worth 1100 Cr has been given which will benefit around 1.25 Lacs consumers. The Board has drawn a leaf out of "Electrictiy Act, 2003", and recognised the need to grant water connections to prospective consumers irrespective of their residential status. Denial of legal conneciton to an applicant not only increases Non revenue water (NRW) but also damages the pipelines because of the unscientific tappings. The new policy will make it extremely easier for the residents to get legal connections. The new category of connection will be known as “DJB Jal Adhikar Connection”. Further, additional sewer charge on commercial connections has been waived on consumers using groundwater with or without DJB connection. This will benefit hundreds of hoteliers and small restaurants amongst others. For bringing about overall improvement of the sewerage system, the Board has accorded approval to the proposal for the construction of the 70 MGD Waste Water Treatment Plant with 10 years Operation and Maintenance on DBO basis at Coronation Pillar. This WWTP will cater to the sewage treatment requirement of the areas in the command of Coronation Pillar drainage zone and production of good quality treated effluent leading to abatement of pollution in the River. This plant will be one of the cheapest plants in the country at Rs. 515 crores for 378 MLD as well as single largest plant to clean Yamuna. Advanced features of BOD-10, TSS-10, Ammonia and Phosphate Removal along with sludge management will be present. The Board gave administrative approval to the work of laying internal and peripheral sewer line in Bhupender Singh Nagar group of colonies under Keshopur WWTP Catchment area in Delhi at a total estimated cost of 7.61 Cr. The improved sewage conditions of the area will gradually reduce pollution in Najafgarh Drain. The Board also accorded approval to the work of laying sewer lines with HDPE lining by micro-tunnelling and construction of 12 no. of Brick masonry manholes of 2400 mm dia in Akshay Urja Bhawan near JLN Metro Station at an estimated cost of Rs. 12.49 Crores. Further, the Board has also approved the work of providing and laying peripheral sewer line in Sangam Vihar Group of colonies in Okhla Drainage Zone at a total cost of Rs. 8.71 Crores. The Board also deliberated upon the proposal to grant water and Sewage connections in the basement. An expert committee has examined the proposal and gound the feasibility of this propsal subject to necessary arrangements to be made by the consumers in their premises for basement connections. The DJB has also cleared the Mehrauli-Vasant Vihar project to deliver 24*7 water supply in the area. In the interest of its employees, the Board gave their consent for the implementation of recommendation of 7th pay commission to its employees and Pensioners/ Family pensioners. ***** |
